Cliff Jobe, a recently retired 38 year veteran, and a Commander in the Pennsylvania State Police, enjoyed the distinction of being the "Department Expert" in Use of Force tactics, policy and training, from 1996 until mandatory age 60 retirement in 2010.
As a twenty year team member of the PSP's Bureau of Training and Education, he has played an instrumental role in the development of many of the modern arrest and control tactics and present day use of force policies of the oldest and largest State Constabulary in the Nation and one of most prestigious Law Enforcement agencies in the world.
Since 1988, as a certified Pennsylvania State Police and Municipal Police "Use of Force" Instructor, and private professional instructor, Cliff Jobe has trained thousands of Federal, State and local police officers and law enforcement related agents, including probation and parole agents, detention center and corrections officers, private security officers and members of the United States Military, in programs ranging from individual arrest and control tactics to crowd control and mass arrest tactics.
Cliff has qualifed in the United States Federal Courts, and Pennsylvania State Courts, including "arbitration and labor relations" as an expert witness in Use of Force as it pertains to law enforcement issues and circumstances. He has consulted and testified, and provided defining opinions for many Federal, State, and County Prosecutors and Defense Attorneys on a variety of issues including Use of Deady Force, Vehicle Pursuit, IIlegal Weapons Possession, Illegal Drug Trafficking and Undercover Tactics, and a variety of investigations, inquests and issues involving bodily injury and the tragic loss of life for both the citizen and the law enforcement officer.
